Where it lands
With redness the light aims at the blood in the vessels under the skin. That heats up, making the vessel collapse so that the body clears it away. What you see in the mirror is then no longer a vessel but ordinary skin. With rosacea it is less about one vessel and more about an area that is structurally red; then the light works across the whole surface.
