From about thirty it takes longer for a skin cell to reach the surface from below. More dead cells are left lying, and they do not lie neatly. Light falling on them reflects in all directions, and that is what we see as dull.
A peel loosens that top layer in one go, so that the new layer beneath comes to lie more evenly. That is visible straight away and it is also why the effect is temporary: the skin simply carries on slowing down.
